Career History
Wincey is a financial reporting and auditing expert with a demonstrated history of experience in financial reporting and audit regulation.
Wincey was the Head of Investigation and Compliance of the independent regulator of the accounting profession in Hong Kong (“Financial Regulator”) during the period October 2019 – June 2023 and the Deputy Chief Executive Officer (including Acting CEO during Apr-Sept 2019) of the Financial Regulator during the period December 2013 – September 2019.
During these periods, Wincey:
- Oversaw the operations of the Investigation and Compliance Department, to ensure that they were conducted efficiently and effectively, which include:
- the handling of complaints;
- the operation of the financial statements review programme; i.e. review of financial statements of listed entities selected based on a set of risk-based selection criteria;
- the conduct of investigations into possible misconduct of auditors and certified professional accountants (CPAs) in Hong Kong; and
- the conduct of enquiries into possible non-compliance with accounting requirements of financial reports of listed entities in Hong Kong.
- Assisted the CEO to promote the activities of the Financial Regulator and develop a respected and constructive relationship with the relevant stakeholders.
- Built and maintained working relationships with the HKSAR Government as well as Local, Mainland and Overseas regulators.
- Assisted the CEO in building up the resources of the Financial Regulator to take up the additional functions under the two regulatory reforms, including recruitment, setting and implementing new policies and procedures etc.
- Interfaced with major constituents and stakeholders to assist the Financial Regulator in respect of auditor regulatory related initiatives, including the audit regulatory reforms to expand the functions of the Financial Regulator.
During the period October 1998 – November 2013, Wincey worked in the Department of Professional Practice (“DPP”) of a then Big 6 firm in Hong Kong (became a Partner in 2005).
During this period, Wincey:
- Produced external publication on financial reporting and disclosure matters.(e.g. model annual financial report of listed entity, publications on new financial reporting standards such as IAS 12, IAS 19, IFRS 3, IFRS 10 etc)
- Produced internal guidance on financial reporting and auditing matters.
- Provided advice to staff and clients on financial reporting matters (HKFRS and IFRS), auditing and disclosure requirements of the Listing Rules and the Hong Kong Companies Ordinance.
- Delivered training to staff and clients on HK/IFRS developments.
- Represented the firm in various activities/forum organised by the Hong Kong Institute of Certified Public Accountants (HKICPA) and International Accounting Standards Board (IASB), e.g. being a presenter at the joint forum with the then Chairman of the IASB (Hans Hoogervorst) and members of the IASB (e.g. Zhang Wei-Guo), a participant at IASB outreach activities etc.
- Was a member of the firm’s global IFRS advisory teams on Business Combinations and Deferred Tax.
During the period January 1995 – September 1998, Wincey was an Audit Manager in a then Big 6 firm in Hong Kong.
During this period, Wincey:
- Managed the audits of a portfolio of clients (including private companies and listed companies in the retail, manufacturing and property development industries, hospital, club, non-profit making organisations)
- Supervised a team of staff for each audit (ranging from a team of 2 to 10 members)
During 1989 – 1994, Wincey was an Audit Senior in two audit firms in the UK.

A member of the Institute of Chartered Accountants in England and Wales (“ÏCAEW”) and the Hong Kong Institute of Certified Public Accountants
